Often a program does not start with the message "unable to load the assmbly xxxx or one of its dependencies ..."
Ok, the assembly is xxxx, is there, I see ... What more do you want?
The little program you can download free from here http://www.dependencywalker.com/ lets find out what DLLs are referenced by a DLL, recursively examines the dependencies and then indicates if there is something wrong.
